Indiana was never an actual number 5. They have been frauds all year and lucked out with the schedule. They scored 7 points until Day stopped being and idiot and figured out that if they bring pressure Indiana cant block them. Same thing Michigan figured out the week before at the end of the game.
Indiana only got 15 because OSU stopped playing and gave up garbage time points at the end when they were up by over 30. Even with the 8 garbage time points Indiana still lost by over 20 points. That game was competitive for about 15 minutes from OSU playing scared but it takes 60 minutes to play a game

PSU played OSU and a bunch of tomato cans. The closest thing PSU had to a second really good game was either Minnesota or Southern Cal both of which are bad teams and both of which PSU struggled mightily against and was lucky to come out with a win

The SEC already voted for the extra conference game. It has nothing to do with bowl eligibility and the majority of teams schedule a real out of conference game anyways unlike OSU.
The reason why it hasnt happened is because they will only do it if the networks up the money for doing so and the networks have been trying to low ball them. If the networks paid what they should it would happen next year.
Now the one thing that could actually happen this is year is they might just say no if teams with trash schedules are getting in the playoffs and strength of schedule isnt being rewarded. That might get fixed with the next playoff agreement that may go to 16 teams, but theres no reason to schedule hard games or hard out of conference games if the committee who doesnt really watch games or pay much attention just says were going off win loss and rewards teams that beat no one

Youre definitely right. I mix up Venables and Riley some time with how both programs have struggled with them from their decisions. Southern Cal benched Moss too and the backup may be better.
