I had one started on Monday. I sent a message to the buyer saying I was not sure why the package stalled 200 miles from his place with no tracking seen in last week, and would like another week before refunding. I attached a photo of the eBay printed receipt showing tracking number with ship from and ship to addresses.
I replied to the claim of non receipt mentioning the picture I attached in the last message. I also showed the date of the last progress shown on the tracking. I mentioned again I would like to wait a week before considering the item lost.
I checked eBay rules and if you do not respond to their claim, they will refund in 3 days. If you do respond showing tracking data and there has been movement on tracking within the last 10 days, you get another 10 days before eBay closes case in favor of them. If eBay rules in favor of them they refund buyer from you. Of course if you want to refund them now, you can and case will be closed.
My item was one that needed signature because above the price threshold and I self insure and pack well. Luckily it showed up again and was delivered yesterday so buyer closed case as delivered.
The package my 1st and only item not received claim(fingers crossed) finally started moving again today. It was shipped Dec 2nd. Luckily she was reasonable after an explanation and cancelled her claim!
Edit to add...I have 40 or 50 packages in the pipeline.....UGGGGHH!

Philly is not moving at all. I have packages heading to me in southeastern PA that have been sitting in Philly for weeks. At a certain point ebay will take your funds I am afraid. Also INR case after 7 days? The post office is gridlocked. I'm sorry to hear about your troubles.

That's not really the way it works. They usually know where it is. It just seems they sometimes need prodding to get it moving.
They aren't "looking" for a package. They are "looking" for a giant bin with hundreds of packages in it.
By policy, they are required to respond within 72 hours. So, they actually have incentive to "look".
Is it less likely that it will work in the current environment? Perhaps. But it worked fine in October and November when I did it 3 times (twice in October, once in November). While things are worse now, this issue has been going on since March.
So, how many times did you file a "Locate Mail" request and have it not work?
The problem with missing mail searches is that it is forwarded to the destination post office. So lets say you have a package going to Dallas Tx, and it was last scanned in Dayton Ohio. Instead of Dayton Ohio looking for the package, it will be forwarded to the local postmaster in Dallas Tx. IMO mail searches are virtually useless unless it is a package that has been scanned into the local post office.

Yes, they are the contact post office. But, as I've said, simply filing the request has almost always gotten the package moving in 24-48 hours during normal times and even earlier this year. I do it probably a dozen times every year when an eBay customer complains about delayed delivery.
I have to do something, after all, to appease the customer. But it usually has remarkable results. I've always said that it is almost like the system knows where it is but they need to be prodded to get it moving again.
Ah gotcha that makes sense. I have had zero luck with that lately (sellers have been submitting requests, but not because I asked them to, I think they are just worried, understandably so.

Well, as of 9:05 p.m. tonight, one of the two "Locate Mail" requests started moving again after being stuck for a week.
It was the Priority Mail one.

Yep, I bought an item off ebay. Shipped on the 7th and got here to Tx. About 250 miles from me on the 11th and has been sitting there ever since. I emailed the seller and told him looks like the usps was stagnated. He offered a refund but I told him not to worry about it. They are slow everywhere and I'm sure it will get here sometime. Lol
after making the call to usps yesterday, my package started moving within 5 hours after the call after no scans for 6 days, it's getting delivered today, so i'm 6 for 6

Gee, I thought "they" said you were wasting your time?
I'm 1 for 2 from yesterday which still makes me 4 of 5 in the last two months. And today isn't over!
I tell everyone to make the inquiry. It is almost magical. However, it both pleases me that it works and frustrates me that the system seems to know exactly where it is but they need to be shoved into delivering it.
I shipped two small flat rate boxes on 12/1. Scanned into the system that day. Then, nothing for over two weeks. I did the missing mail search on both but to no avail. I was then told to start a lost mail claim for both. Well on the 15th they finally scanned within a minute of each other. In 15 days, they went about 25 miles, from Cleveland to Akron.
One of the packages just delivered today, and the other in now in California, which is where it needs to go. So I'm hoping for delivery there tomorrow. Multiple updates the past few days.
These were both eBay sales. I was completely proactive with both of my buyers, keeping them up to date on everything I was doing to resolve the issue. And neither of them ever brought up asking for a refund, although the one in California said he would give it until 12/24 lol. Point is, it sometimes helps (not always) to be completely honest with the buyers, and letting them know you are just as concerned about the package as they are.
I had a package sent to me on 12/1/20. Scheduled to arrive on 12/7/20. It arrived in Detroit on 12/13/20. It is still sitting in Detroit. And, after seeing the picture of those trucks delivering the mail in Detroit, I can see why. Luckily, it is not a high value item, and I am in no hurry to get it. I figure it will probably arrive after the new year.
after seeing this and giving some consideration to the action, I messaged the seller of my package that's been in CT for 4 days without a scan and to fill out the form.
I figure it's in a bin with a bunch of other packages who may need their stuff faster than mine but don't know the process. perhaps the request will get everyone's stuff moving after 4 days.
so, long story long. I sent the message to the seller and an hour later it scanned as departed. 30 mins later the seller messaged back that the form was filled out. maybe if the PO keeps up with it everyone gets their stuff tomorrow or monday.

Even in the best of times, the post office amazes me. Still, one of the great values available.
For 55 cents, you can get a person to come to your house and pickup a letter. Then take that letter and get it delivered anywhere in the country I want.
That is amazing value.
I’m luckily that I have a regular postman and I make sure he knows I appreciate him.
Stuff takes a few days extra this time of year but think of what is actually occurring. It truly is amazing.

Very scary scenarios here. Fortunately the NYC area is better. I had to refund a buyer, he got the parcel, I contacted him whether he wanted to keep it and he nicely asked me to invoice him on paypal. The honor system, that is what it boils down to here. You can't force a buyer who you've refunded to pay for your shipment when it finally arrives.
You could have ebay send a courtesy email to for the customer to pay for it. If you open a usps case you will probably get a call from the destination post office, you will have the option of them holding the parcel when it finally arrives.
UPS delivered to the PO on a saturday! unheard of.
and my stuck package arrived at the PO. everywhere in CT is an easy drive away, but this was an even easier drive away. hopefully some other people in the same bin get their stuff in time.
I guess my biggest issue, like many others here, is the complete lack of consistency. I shipped two presents Priority Mail early Tuesday morning. One was headed to Illinois and one to Virginia. The Virginia shipment was delivered yesterday, 3000 miles away. The Illinois shipment has traveled a total of 19 miles and still resides in the Oakland sort center. Unfortunately, my sister in Illinois is headed south for several weeks and will not get her present for Christmas:

after seeing this and giving some consideration to the action, I messaged the seller of my package that's been in CT for 4 days without a scan and to fill out the form.
I figure it's in a bin with a bunch of other packages who may need their stuff faster than mine but don't know the process. perhaps the request will get everyone's stuff moving after 4 days.
so, long story long. I sent the message to the seller and an hour later it scanned as departed. 30 mins later the seller messaged back that the form was filled out. maybe if the PO keeps up with it everyone gets their stuff tomorrow or monday.

Even in the best of times, the post office amazes me. Still, one of the great values available.
For 55 cents, you can get a person to come to your house and pickup a letter. Then take that letter and get it delivered anywhere in the country I want.
That is amazing value.
I’m luckily that I have a regular postman and I make sure he knows I appreciate him.
Stuff takes a few days extra this time of year but think of what is actually occurring. It truly is amazing.
Might have something to do with the point and click,instant gratification that's quite prevalent in the world today.
Very scary scenarios here. Fortunately the NYC area is better. I had to refund a buyer, he got the parcel, I contacted him whether he wanted to keep it and he nicely asked me to invoice him on paypal. The honor system, that is what it boils down to here. You can't force a buyer who you've refunded to pay for your shipment when it finally arrives.
You could have ebay send a courtesy email to for the customer to pay for it. If you open a usps case you will probably get a call from the destination post office, you will have the option of them holding the parcel when it finally arrives.

UPS delivered to the PO on a saturday! unheard of.
and my stuck package arrived at the PO. everywhere in CT is an easy drive away, but this was an even easier drive away. hopefully some other people in the same bin get their stuff in time.
I guess my biggest issue, like many others here, is the complete lack of consistency. I shipped two presents Priority Mail early Tuesday morning. One was headed to Illinois and one to Virginia. The Virginia shipment was delivered yesterday, 3000 miles away. The Illinois shipment has traveled a total of 19 miles and still resides in the Oakland sort center.
