Collecting 1970s Topps baseball wax, rack and cello packs, as well as PCGS graded Half Cents, Large Cents, Two Cent pieces and Three Cent Silver pieces.
<< <i> Accordingly, the percentage of coins grading 69 and 70 are significantly exaggerated if you only look at the PCGS population report. >>
Ok...where else can I look to get accurate numbers?
As I stated previously i understand your point BUT the numbers would be no different for any other sealed set POP over the years. What you are saying is that the POP for THIS set is meaningless because of a unique manipulation of submissions....and I think it is no different from any other similar submission. I do think that if a minimum grade was indicated it would most likely be 69....if any lower it adds more to the credibility of the 69 & 70 POP numbers.
(dimes)
RP69's...70.2% RP70's...28% (314)
PF69's...49.3% PF70's...50.7% (608)
It just doesn't make sense (to me anyway) to say the numbers are low with no data, other than personal results and assumptions, to back it up. What I hope we can agree on it the fact that there are 314 RP70's out there ...maybe
<< <i>To this day I still don't get why the words "First Strikes" or "Early Releases" make such a difference to a coin's value when it comes to moderns. It's just an arbitrary submission deadline. Public perception seems to be that those labels are "real" PF70/MS70/PF69/etc., and if the coin doesn't have that designation it's only a 69.5 or 68.5... but that is purely a fantasy. The very epitome of hype.

There will come a time when collectors will not give a rats ### if one coin was graded 30 days sooner (or whatever) than another.
As far as percentages go, the only percentage that really matters is: The number of people who want to buy the coin Vs. the number of coins that can be purchased.
" If you push something hard enough, it will fall over. " The 1st Law of Opposition from The Firesign Theater
BigA... Why are you having a bit of a tough time accepting the facts? The "min grade 70" request is a fairly common practice for many new mint products- and a negotiated deal where collectors or dealers do not want the non-70 coins slabbed (for many different reasons) and (in many cases) "pay up" (higher fees) for this to happen. The grading service can not show these coins in their pops since they were never slabbed and I believe that is the right decision. If there was a way to show the "not considered" coins, that would be the ideal method I suppose.
I believe the grade through rate is much closer to 10% than the 30% you mention. There is no way for me to have an absolutely perfect answer as to the %, but the 10% is "close enough" for collectors/dealers to understand just how scarce a true perfect 70 is of the RP dime from these sets under the PCGS standard.
Just my 2 cents.

Explain to me why I would buy an NGC early set over the PCGS. regardless of price difference, when I know the resale with be historically worse for the NGC?
Especially when I could get a PCGS FS 69 set for less and it has been shown to be comparable (to the NGC 70's) in grading standards?

You state "regardless of price difference" and then mention resale and getting a set for less...
Well I wouldn't buy either right now but the NGC 70 set has held its ground better in the present market than the PCGS set....the future prices are all opinions
PCGS 69 set resale market price is significantly less than the NGC70 set....grading quality is totally another opinion....my 70 sets look perfect, I have no need to feel I need a "more perfect" set and a 69 set will always be, well, a 69 set.
Would I rather a NGC 70 vs. a PCGS 69...absolutely
Would I rather a PCGS 70 set vs. a NGC 70 set...of course, but an immediate decision made because of a vacation demand gave me a gift of six 70 sets instead of maybe one. I can get over it..
I am wary of either an ngc or pcgs 70 set in silver because of no more spotting guarantee. I have not bought anything in a 70 silver for several years. I prefer them raw now. Platinum, gold in pcgs 70 I am ok with.
The only issues I've run into with the gold is discoloration. I've had 3 out of 10 2012W $50 PCGS FS 70's that look well, kinda streaky and discolored in places.
Actually, only 42 sold at $329. They raised the starting price from $219.00 up to $329.00. >>
Absolutely correct....I forgot the sets "sold" sticks even if the price was changed. It was bumped up to $329 on May 18th and 42 have sold at that price. Thanks.... and I would think a slight downward price adjustment would soon be in order

The truth is, dealers and collectors that submit will continue to do so because the market pays a premium for the FS label. Until that premium shrinks or goes away, everyone will submit and pay the extra $18 fee for the designation because they can recoup and make more on the resell.
I would love for FS to go away so I dont have to keep mint sealed boxes anymore!
Took a look at the PCGS pop report this morning and it appears that quite a few dimes were submitted in the last week or so around the First Strike deadline. I do not have access to the pop reports, however this does not surprise me. The pop numbers in the first 6 + weeks are very unreliable and are used to hype early sales and prices then reality hits. I'm still waiting for my last minute (before "currently available") sets to be shipped. No way am I gonna cancel them

<< <i>As I understand PCGS and NGC documentation, these sets are NOT eligible for First Strike/Early Release designation. They were not shipped until June 9, and I received them June 11. They are still eligible for NGC's March of Dimes Set pedigree, since they're sealed in the original Mint shipping box. >>
I will open the 4 I ordered last week if I get them. I will keep my other 5 sealed FS Eligible Sets sealed for now. I may venture one day to the Baltimore Show and open one of the FS elegible sets at the PCGS table to see if it is worth submitting.
Now, I've been doing this buying up the Rev pr in PCGS MS69's and at a latter time will resubmit them ATS for 70's. But that's just me dumb Crazy Type2.

Glad I sent my 5 backordered sets back to the Mint.
<< <i>
<< <i>My 10 set's are on there way back 2-70 set's one complete 68 set and the rest are 69's. Not to bad I guess but not like ATS. >>

$430 last set of FS PCGS 70's sold. The game is improving. The players are the same. The sellers are perspiring.
NGC regular label (not ER) 69 set went for $150.99
NGC ER 69 set $121.25
<< <i> Glad I sent my 5 backordered sets back to the Mint. >>
No monies lost in just keeping them raw....or....just maybe... there are other grading options
It will be interesting to see what the non-FS and non-ER label sets (other than that freak above) eventually sell for
I'm still waiting for my last minute (before "currently available") sets to be shipped. No way am I gonna cancel them
Sealed box of 5 just sold for $539 with this stated:
<< <i>As I understand PCGS and NGC documentation, these sets are NOT eligible for First Strike/Early Release designation. They were not shipped until June 9, and I received them June 11. They are still eligible for NGC's March of Dimes Set pedigree, since they're sealed in the original Mint shipping box. >>
Sold in only a few hours as a BIN.....
This has been a fun ride for me. I enjoy the speculation, the tribulation, and the mastication.
Box of 20
Hoard the keys.
<< <i>Now, I've been doing this buying up the Rev pr in PCGS MS69's and at a latter time will resubmit them ATS for 70's. But that's just me dumb Crazy Type2. >>
Great arbitrage ,with a good payoff ratio

I would wait until more non-FS 69's hit the market and then go with your plan....(assuming the FS go for more $$)
<< <i>POPULATION IN TODAY'S REPORT(June 2, 2015)

Pops as of today.....June 13, 2015
On June 2nd the percentage of First Strike RP 70's was 33.4%.
As of today it is 29%
We also have one 65 and two 66's in the mix.....oucheroo!!
<< <i>I would wait until more non-FS 69's hit the market and then go with your plan....(assuming the FS go for more $$) >>
Typically First Strike adds little or no premium to 69's or lower.
