Darrell, Believe it or not. I had it sent in for conservation first. I expect one of two outcomes: either it was (1) declined for a process to conserve and sent for grading or (2) it was conserved but the process didn't work well to remove green crud.
I think it is likely that the green stuff is wax from an old leather pouch, not PVC. If it is wax, a solvent such as lacquer thinner would take it right off.
You know, I got a number of coins out of this deal. I have a 1907-P Quarter Eagle also with the same green nodule issues... Where I noticed it with the 1897, I missed the 1907 $2.50 only after sending in the coins. I wonder what they will feel about that one as well. On the 1897 $2.50, they didn't send me any notes on what they did other than a cost invoice where they put on an Evaluation fee of $10. that's it.

I’m liking this one today. Sorry it’s not a US coin. It’s a Robert II Groat 1371-1390 minted in Edinburgh. Mrs_Spud and I bought it in a Jewelry shop in Edinburgh when we went to Scotland a couple of years ago for our 25th wedding anniversary. I took the pictures today to ask people on the world and ancient forum whether PCGS slabs them and I found out that they do. I plan on submitting it at Long Beach this week🌞
Here is another gold newp from just this afternoon. Very flashy... hard to get a good picture out of the blazing surfaces. Raw coin and will be sending in to our hosts in the next batch. Rough estimate is it will become a PC63 (I hope). The reverse has a slight concavity to it where the surfaces seem to be slightly lower in the middle than out towards the rims. Very lovely coin in hand.

Was reviewing my Walking Liberty Halves today and found this 1944-S has a RPM. I checked it against CoinFacts and it doesn't seem to match their pictured varieties. Cherrypickers 5th Edition does not mention this style of RPM.
