Good to know @Married2Coins! That adds some great info to this Collis restrike. The PCI holder wasn't easy to find and I think it may have been from a foreign marketplace.

The web domain has an interesting history per the Internet Archive Wayback Machine.
In 2002 it redirected to a slightly smarmy domain squatter. In 2004 it's a GoDaddy "Coming Soon!" parking page.
In February 2005, it was the "Steve Crippe Auctions and Gallery".
In March 2018, Steve indicated that gradedstamps.com "will be retired by the end of the month."
Over the last year or so, it became increasingly difficult to source the kind of stamps, valued clients like you, are seeking. Web traffic has also been on a steady decline, for a number of different reasons.
Our custom web software, which was state of the art in 2004 when we launched, is no longer compliant with Google's new "Responsive Design" requirements. A total rewriting of the software is a bigger project than we can effectively take on with current market economics.
By May it's gone.
In 2019, the domain redirects to Gary Posner, Inc.
PSE was a division of our hosts, but the encapsulation service was discontinued on January 1, 2021.
About the best, then, we can date this sample, is 2005-2017.

Yes, early PCI used green for US coins, red for details, and blue for non-US.
