So, what is the % of rotation? I am not one to figure it out by looking at that degree chart. I believe that 27 degrees is the allowable tolerance range for die rotation on US coins. I could be wrong. If it is more than 27 degrees rotation then it is out of tolerance. Not too much value unless about 40 degrees or even more.
There may be a collector for it. You could check similar eBay listings sales to get an idea of value.

I think most are thinking minor because how far out of rotation it really is. I couldnt believe it myself. The Memorial is completely upside down. Most see it as slightly rotated because how badly rotated it is
I searched 2 bags and 2 boxes of half dollars So I did get 7 pieces of silver. 2-Bennies 1-54D, 1-60D, 1-64D Kennedy, plus 4-40%ers, 1-66, and 3-67's. Also pulled a couple NIFC 1-04D, 1-05D, Then I also pulled, 1-20D, 14-21D's, 4-21P's, 1-22D and 1-22P, Plus one sticker coin Attack on Peral Harbor Gimmick coin.

I will try to get the corrosion off. It is a shame for any coin that has been in circulation for 2 years or less to be in this condition. Well, at least it could qualify as the worst 2020 W mint quarter to date.
Went to Chase on the way home. Two customers were cashing in a bunch of rolls.
Told the teller who I know very well that I'd wait and buy the rolls...she said "all of them!?!?"
"Yup"
No one was in line so I asked the customer closest to me if he was cashing in coins from his business. He told me he was turning in his brother's change jars. Asked him how long it took to get all that change and he said his brother's been saving change for about 5 years
The other guy heard me and had even more rolls, including plenty of half dollars and small dollars. Chatted with him...also a change jar...a fairly big one!
...I went home with well over $500 of customer rolls, everything but large dollars! @joeykoins I'm going to slip in a few freshie rolls of 2021 D dimes of course lol! But I plan on getting through all these customer rolls by the end of this weekend!

Yesterday a roll of 1966 LMC arrived that I ordered from Ebay, and I found this minor clipped coin in the roll. The die scratches are plentiful on these 1966's. Enjoy!

imo, pmd
from what i can recall, incomplete clips are really clean lines pretty consistent across the coin surface since it happened pre-strike. i imagine since this is the case, one can probably look at some high-resolution images of incomplete clips and see how the details of the strike is affected in those areas and be able to diagnose them going forward fairly easily.

It could very be PMD, Yet the Blakesley effect on the coin across from the clip my state otherwise. This coin did come from an UNC Roll. Thank you for taking a look and leaving a comment.

I found some nice toners today in some '64 souvenir cases and a 62 mint set. Decent grades on a couple, 66 anyway and the dimes are over cooked but enjoy

Thanks, I went through a couple boxes of commemoratives and proof sets before I found those hiding at the bottom. I couldn’t argue with the price
and this dealer is more into jewelry and so when he acquires coin collections the raw coins are just gravy.

Picked up four rolls of quarter rolls from the bank. All CWRs.
One had a Canadian quarter in it.
One was short two coins. But that one included these:
