I see nothing in the images which would preclude an MS67 grade. Either way, unless the images - which, along with the excellent taste of the owner, are all we have to go by - are highly inaccurate, it's too nice/good looking for an MS65.
We'll use our hands and hearts and if we must we'll use our heads.

I'd grade it MS-66. It has got great eye appeal. The only thing that keeps me from calling it a 67 is a number of very small marks. But then again I've seen these coins in MS-65 or better holders with noticeable marks on the Indian's shoulder and legs. So anything can happen.

and this example appears to have only very (s)light marks on the high points and the color is nice.
My favorite commemorative coin and this one is a keeper.

I guessed MS67 too, due to the coin's great appearance and the collecting tastes/preferences of its poster. Realistically, however, there is no way to tell for certain from the images whether the coin is an MS64 or an MS68.
While we would much perfer otherwise, we simply can't see via images, what we can see in person - it's a fact of numismatic life.
Up to this point, this coin has been my favorite in my collection to image. Here is a "close-up" detail of the toned focal area on the obverse...

ER, Now that you mention it, why not, I just might stand to make a little profit!
IMHO, should be a 67... perhaps someday, but I bought the COIN, not the holder.
