I have a number of website resources for obscure Third Party Grading services and not a single one lists OBCS. I'm not sure they even operated a full year or even a full month but this just increased the intrigue.
@pointfivezero and @Lakesammman - OBCS is one of a dozen+ of no-name slabbing companies that have appeared in the last years on Proxibid and other auction sites. Many of the slabbed coins re-appear on eBay.
They have three things in common:
No contact information or website
They use the Numistrust (NTC) shell and will happily stack with same
I won't even bother to put them in an album or box, I have a Sam's club sized Pepperidge Farm Milano cookie bucket for these.
Inserts are made of either die-cut foam or moulded plastic, typically white except for NTC's sick-baby-green.
The coins tend to be "$5" coins or "$30" coins, occasionally something more valuable, such as a 1903S Morgan, "VG8", NTCII - if genuine and reasonable graded... $110 in our hosts, reputable plastic.
More commonly, a 1999D PA Fifty State quarter in "MS67" (PNGS) or a 2005S Bison Nickel in "PR70DCAM" *NANC" down to a 1913D Lincoln Wheat Cent in "G4" (BN) (IGS),
Maybe the most interesting is an 1858 Seated Liberty quarter in "AU55" from AGP. I might grade it VF35 at which point, it was a reasonable $65 purchase.
Some of these companies are still visibly in business, NTCII, NNC, and IGS to name three, Most of the ones that list websites are defunct but traces can be found in the Internet Archive.

If I were a betting man, I would say the 69-D.
Seriously, if it is date related, I'd say the '67 is the rare one and if it is holder related, I'd say holder missing the L00 is the rarer one. The other question I have is, which one do you want to sell?
This may not seem very rare at first glance, but according to the research provided in Conder101's book this slab is NGC6 which is a transitional slab. This was the first of the keyed slabs from NGC but with the gen5 reverse hologram, Conder101 did not give an exact date of service but thinks it was in use during 1996.
