On the reverse, it looks like it is caked on (i.e. sitting on top of the metal) rather than being part of the metal (i.e. a chemical reaction with the metal like toning).
Some of the toning appears to be close to "terminal". Maybe it's the pictures. The white NGC prongs look very dark.
I am not a fan.

Probably NT, but not attractive. This is an example of why not all natural toning is attractive, and why some coins are dipped. This coin cannot be improved via a dip; it will only get worse.
Natural oxidation to the point of corrosion at the rims.
Obviously natural but very unnattractive. NGC usually does not like Morgan toners outside of the typical rainbow or wow monsters.
I like bullseye toning, but that is just too much. Natural, but on the way to dark gray.
NT- probably looks better in hand but not sure it'd be enough appeal yet. IDK.

I see some pull away toning on the obverse, so natural it is. Sadly, the toning appears to have reached terminal near the rims.
Looks like NT.. but too dark for me... but maybe not for some ebayer.

NT, maybe it didn't photograph well, but the toning is a bit heavy, thick for me.

The problem with this assumption is that coin doctors don't always start with a blank slate. Some take coins that already have natural toning and then toy with them to create a bizarre NT-AT hybrid. Whatever it is, it is ugly.
Send it to CAC and see what John says and ask for notes as to why it fails (if it fails).

No way. Coin will sell for less than a nice white one with that toning.
I agree with you in theory, but there is a small but growing segment that seems to believe that all toning is good toning.

I don't think that all of that toning could be dipped off without rendering the coin 'genuine'. Near the rims, the toning appears to be 'burned' in.

I wish I were making that up. Some of them I think may be color blind. I'm with @Ricko on this one - not all color is attractive and it can be an eye sore.
Well I guess someone liked it. The sold sold within 2 days of Northeast Numismatics listing it on their website. It is graded NGC MS64 and was listed for $85.
