It looks like that oil-slick look that were coming out in NGC holders years ago. That's what I think by what I can see anyway.

Nice coin and color. Is that a strike thru on the reverse on the first "L" in DOLLAR?
I don't care for it either.
If it's successfully slabbed, I'd call it slightly above average eye appeal. If raw, it's a take your best shot.

It does not look natural to me. The color does not match what I know about natural toning.

I don't see any quick shifts in color. Maybe a Wayte Raymond album toning?
Maybe you'd have some luck ATS as Market Acceptable? I think PCGS would slab it as Questionable Color.
Coins with this sort of look always seem to be found on common-date host coins. Shouldn't there at least be a few like this on key or semi-key dates? I've never seen a 1928 or S-mint coin with this sort of look. Wonder why not.......
I am leaning towards heat toned. Of course JMHO, not sure at all.
