If you use eBay bucks and the deal is cancelled, are the bucks reinstated?
you lose the bucks even if you spent them. My wife's account has a negative ebay buck balance that does not end with each quarter.
So any new bucks earned go to offset the negative balance?
yes until it is whittled down to zero.
Schon of a bisht. So the seller gets to keep the bucks even tho there is no sale and eBay expects YOU to pay them back for their policy?
Seller doesn't get any of the ebay bucks earned by a buyer. Ebay funds the program out of their pocket. A seller might know his item is eligible but none of the ebay bucks transaction shows up at his end, not even in his paypal transaction.
Seller gets his full sale price on an ebay bucks eligible item. Buyer gets a rebate (ebay bucks) from ebay. If seller returns the item, ebay takes back the rebate it gave the buyer. If buyer has already spent the bucks he carries a negative ebay bucks balance until he has earned enough to bring it back to zero.

So when you spend your bucks on an item who gets the bucks? If I buy a $100 item and have $15 in eBay bucks, my PP account gets whacked for $85. If seller cancels sale like was done here, I get $85 back to my Pp/funding source but where does the $15 in bucks go? Does eBay keep it and I'm SOL?

USING $15 EBAY BUCKS ON A $100 PURCHASE:
The seller gets his $100; $85 from your paypal account and $15 from your ebay bucks balance (Ebay is paying the $15 to the seller). Seller's paypal transaction will not show ebay's $15 payment, only a $100 payment from you. Your ebay bucks balance gets reduced by $15. If you return the item or the transaction is cancelled you get your $85 paypal payment returned and ebay credits the $15 in ebay bucks back to your ebay bucks balance.
RETURNING A PURCHASE THAT EARNED YOU EBAY BUCKS:
If you return an item that earned you ebay bucks you have to give the ebay bucks back to Ebay. Ebay will subtract these bucks from your ebay bucks balance. If your ebay bucks balance is less than what you have to return to them you will end up with a negative ebay bucks balance. This normally occurs when a return is made after the ebay bucks earning quarter. Ebay bucks earned after that time will go towards repaying the ebay bucks until you get back to a zero balance and once again start showing a positive balance.

Thanks for the reply. More interested in the first scenario than the second. The response however is different from the first time I asked the same question a page ago.

Thanks @bronco2078 . I hope someone can find a deal on 2018 ASE's like the Gov Mint one from a few years ago. That was an awesome deal on the current year ASE. I want a 2018 but hate paying the premiums when they first come out.
I just checked govmint.com and guess what? That's right, they have a $50 off coupon if you spend $250 on your first order so I bought 13 2018 silver eagles at $16.95 a piece after the coupon. I was contemplating buying a 2017 roll because that is an even better deal but wanted the 2018's.
Check it out. I am not sure why I got the coupon but that is a good deal!!!!!

I'm not sure. It just popped up while I was looking at 2018 silver eagles. I will try from a different browser and see if I can get it to happen again.
I can't get it to happen again even on my wife's iPhone. If anyone gets the code, please post it. I was so excited when the coupon popped up that I didn't even think to write down the code.
The second one came up on my wife's iPhone. I logged out and logged back in even after the free shipping code came up. Keep trying and you may get it. Hopefully some others can get a coupon.

I have a feeling, that a rate hike has already been figured in the latest downward movement. It would not surprise me to see a minor rise instead.
Bingo...price went gradually up after the announcement.

Good for the week:
$20 each shipped if you order direct 866-323-2646.
I have 1,000 silver 1- ounce .999 "Miraculous Medals" dated 2014.
on eBay: 2014 MEDJUGORJE QUEEN OF PEACE MEJ 1 OUNCE TOZ 999 SILVER ART BAR ROUND
If you sold all 1,000 one at a time that would be a YUGE job to ship them.
It would be even tougher shipping 1 each to 1,000 different people.
Very nice silver round ... especially for the season... Cheers, RickO
That's sorta what I was referring to. Read my reply again.
