Your examples are nothing like what these guys did.
How in the world would you know? I just gave you one example of how a person could obtain steroids and not be violating the law. that would mean that pre 2005 a player could simultaneously be both not in violation of both federal law and the rules of MLB.
There a few potential problems with your theory about obtaining steroids without violating the law.
While its possible these guys were personally regularly travelling to Mexico for steroids, it seems unlikely.
The statute you cite requires that the substance be for "medical use." Therefore, if they didn't have a legitimate medical need for the substance, it was still illegal. The DEA's interpretation of the statute seems to limit the exception even further. In a rulemaking, the DEA explained that the Controlled Substances Import and Export Act "makes a limited allowance, however, for travelers entering and departing the United States who have a legitimate medical need for controlled substances during their journey." In other words, according to the DEA, the substance not only has to be for a legitimate medical use but it has to be medically necessary for you to have it while you are travelling.
I have not researched Mexican law but it is probably illegal under Mexican law (as it is under US law) to obtain a prescription by lying to or withholding material facts from a doctor. Therefore, even if they obtained a prescription from a Mexican doctor, they probably would have been breaking the law if they were not honest with the doctor in obtaining it.
Whether you endorse Bonds or Judge. One thing is certain..... both are moving higher in value and price and both are an integral part of the tapestry that is MLB.

the local radio guys were talking about how #62 was grooved up there on a silver platter for Judge to smash. dont know if there is any truth to it.
A huge percentage of all home runs look like they were grooved. That's how they end up becoming home runs.

That Judge Red ink is my single favorite Judge 2017 RC...... I think that card keeps heading higher from here on out... I'd love to get one maybe in a PSA 9.... the 10 is too far gone for this wallet.

George Brett, Roger Clemens and Tommy Brady.
Barry Bonds is the MLB and NL king.
Aaron Judge is the AL King.
They both had remarkable seasons and both will be remembered.

Completely agree. I think it is so cool that another Yankee beat the AL record. Great for baseball!
I would imagine it to be Ruth who owns the lifetime AL home run record?
