Normally NGC will put why it's a details coin. The "Proof Details" is a common term they use.

That's good news.
I know NGC will hit up modern silver commemoratives along with silver eagles with an AT designation many times when the toning is just fine.
It'll be fun to see what this one looks like in hand.

From the photo the coin looks to have been cooked, I think NGC is correct, but you may have different results at another TPG.

Weird designation. I may be in the minority, but it looks ok to me. I can see 35 years in an album getting to where it is with pleasant color on one side and being a little cloudy on the other.
