A sealed 1960 proof set might contain some goodies, such as frosted cameos, a dime with a doubled die obverse, or a cent with the small date over large date or vice-versa. If you find the latter, then that would be quite a score (but unlikely since they are rare).

Or is the reverse overall just not dark enough plus that looks like a pretty nasty scratch on the right field reverse.
