I think it is the dry air here in NM that does the trick.

...i don't know, david. i see collectors saying the spots occurred after slabbing and i see reports of coins from
the mint had spotting develop and other issues blamed such as storage. it's anyone's guess right now.
Not really looking for much these days but if I were, it might be a toner.

Sadly that is true. I have a 2006 20th anniv reverse proof with spots and nobody wants it. It likely is just bullion.
