I'd take the MS65 and let others pay the premium for the single point increments. Unless you're doing a Registry set, and the extra grade point (or two) is worth the extra money to you. (And there's not necessarily anything wrong with that).

What you're seeing is called "flash" and it's a byproduct of the injection molding process during the manufacturing of the plastic slab. It's not a part of the coin.

Coin #1 has one of those streaky planchets ( improper alloy mix) that I find a bit distracting. The shoulder looks a little worse than #2 and about the same as #3. There are also quit a few more hits on coin. As far as the obverse goes the coin looks pretty good.
Coin #3 is the best of the 3 coins, I think. Appears to have outstanding luster and while I do not think it is the best struck it certainly appears to be the cleanest of the three.
Coin #2 is the best struck IMHO and while it is very hard to determine luster from photo's i'll assume the luster is decent . For the price difference between the 66 and the 67 and assuming the luster is about equal i'll take the better struck coin in the lower grade every time.
Grade not taken into account.
Also looking for VF-EF Seated halves.

Looks to me like coin #2 has a rim nick at 6o'clock on the rev unless its just the picture that makes me look away from that coin

That CAC would put a sticker on that MS67 specimen says it all about CAC. It is not PQ for the grade...ridiculous!
