Restricted state quarters

Restricted state quarters for state residents only... Does anyone know if this was done for all the state's?

Restricted and straight from the mint? Umm, which mint would this be? I know of no U.S. mint program that made "RESTRICTED" 25 quarter rolls for sale ONLY to state residents.
Sounds like deception at the least, and possibly an outright lie. I see the roll says "Restricted" but couldn't that have been rolled by any company that way? To say it is from "The" mint says to me the U.S. mint in either Philly or Denver and no other. Seller has 206 feedback at 100%. Maybe they are new to selling coins and accidently misrepresented what the item is? I would hope that to be the case because someone new to the hobby might think they are getting a US Mint product when in fact they are not. Heck, even the bag it comes in is suspicous of being issued by the US govt.

I've emailed him asking him from what Mint. No response as yet.
