He's talking about one of those full page scam ads you see in the local newspaper from time to time where they are offering things like 25 coin "rolls" of state quarters for just over face and an undisclosed excessive shipping. These have shown up in all states and probably every major newspaper. General rule, these are NOT good offers.
<< <i>One Roll of 25 Pennsylvania State Quarters. Also the Velvet Bag and one coin encased in plasitc. Only Pennsylvania Residents were allowed to buy them from the mint. Until NOW. "RESTRICTED" rolls straight from the mint. >>
Restricted and straight from the mint? Umm, which mint would this be? I know of no U.S. mint program that made "RESTRICTED" 25 quarter rolls for sale ONLY to state residents.
Sounds like deception at the least, and possibly an outright lie. I see the roll says "Restricted" but couldn't that have been rolled by any company that way? To say it is from "The" mint says to me the U.S. mint in either Philly or Denver and no other. Seller has 206 feedback at 100%. Maybe they are new to selling coins and accidently misrepresented what the item is? I would hope that to be the case because someone new to the hobby might think they are getting a US Mint product when in fact they are not. Heck, even the bag it comes in is suspicous of being issued by the US govt.

I've emailed him asking him from what Mint. No response as yet.
"Bongo drive 1984 Lincoln that looks like old coin dug from ground."
The coins are US mint products that have been wrapped in a bogus "restricted" after market wrapper and sold for 4X what they are worth. Just fancy marketing, nothing else.
