That's called the "halo" effect, and is very desirable among CC dollar collectors.

I have noticed the same effect on a Morgan Dollar I bought recently. I think the dies had been repolished. The inner fields from the lettering edge to Liberty's profile were "halo". The letters edge to the rim showed a more "textured" look of the silver.
Yours appears to be a VAM-2 with the "CC" mintmark slanted with the left CC high. Both CC's probably have polishing marks inside.

I saved your photo to my computer and enlarged it significantly and it appears they may have tried to polish the dies out after they had been clashed. If you do this and look around the coin you'll notice this attempt.
Also, take a look under the eagle's left side wing/leg area, it appears there may have been a couple other feathers there at one time.

MS-65, probably DMPL, although the depth of the mirror can't be judged from a scan.

If it weren't for the right obverse field scratch, it would be a midgrade MS66, prooflike. The frosty deep cameo and fairly clean cheek make it almost impossible to ever give a grade like MS-64--
