I would buy CH AU 1799 lgc, a choice MS chain cent, UNC 1796 quarter and dime, 1802 Half dime, 1823/2 quarter, 1873 cc No arrows quarter, 1853 no arrows half 1878-s half, 1794 dollar for starters then maybe 1854-o or 56-o $20. 1870-cc $10 or $20
I'd probably just allow myself to get nicer examples of the stuff I've been getting - half dime die marriages and die states. I've given up on dreaming about trophy coins.

A really nice original chocolate Higley copper of some variety…. CRO had a beauty last year but I just couldn’t bring myself to cut a nearly 6 figure check
Define "windfall". If it was The Lottery a few weeks ago for $1.8B... even taking the cash payout and after taxes you'd end up with around $500M or so? Some dude in Arkansas could have a heck of a coin collection if he so desired...

Every classic rarity I could lay my hands on, starting with the 1792 half disme, 'till I ran out of money. I could get a decent one today, but my wife would kill me. If I go too much over lower 5 figures, I gotta buy her a new car.
It would require a big windfall from a grateful patient I cared for during my career who decided to remember me in her will. I rank that dream up there with winning the powerball. LOL
A really nice $50 gold slug with all of the wording visible around the outside of the obverse and nice edges with no bumps.
Retired dealer and avid collector of U.S. type coins, 19th century presidential campaign medalets and selected medals. In recent years I have been working on a set of British coins - at least one coin from each king or queen who issued pieces that are collectible. I am also collecting at least one coin for each Roman emperor from Julius Caesar to ... ?
I would try to buy one of the 1894-S dimes. Should be able to buy for $2-3 M? I've got Flynn's book, now just need lottery jackpot money to make the purchase of the coin.

Some nice slabbed Barber material, more slabbed gold coins.
I’d love a 1907 high relief saint but I’ll go outside the box and go with a 1964 SMS Kennedy.

Commems and Early Type
Depends on the size of the windfall, but if it was enough something along these lines to start a nice 1916 set:

I got a list of about 100 VAM's
Throw in some traditional big varieties from the various Cent and Nickel series
