Every item was sent and delivered
I had a few things which made me miss a tracking number but they were all put in. I even had buyer confirmation of receipt for the non tracked items. No wrong doing, just some delays.
Believability is I fulfill every order and everything gets delivered over $50 with tracking. Over $500 tracking+insurance

I haven't made many purchases or trades on the Coin side in a long time but when I did I always paid the extra 3%.

I get PayPal payments all the time, they instantly show money transferred. There is no normal reason that PayPal would take 2 weeks to get to a recipient. Did you actually try to send an e-check? If so, my question would be why not just send a normal PayPal payment (I’ve never used PayPal for an e-check)?

If everything you’ve said is exactly as things happened with no missing details, at this point you’ve described a seller who at worst made a mistake and then did make you whole in the best possible way at that point.

To be fair to the OP, a lot of BST sellers insist on F&F. [I agree with you, however, on the principle of it. I always offer to add the 3.5% and I will NEVER send anyone F&F because then I can't issue a charge back if there is an issue.]

PayPal e-check is a normal means of payment. It's all in how you fund the transfer.

No matter who the buyer and seller were, no matter whether it was accidental or on purpose, two facts still stand:
a) the coin was still gone, and b) the seller still refunded the would-be buyer. Neither you, I, or anyone else here save for the parties involved are going to know the 100% unvarnished truth about this deal beyond that.

I could be wrong, but reading between the lines it appears that the OP had a potential cherrypick that went south. What I'm most impressed with is that the OP thought they had a rip, but still had the cojones to negotiate a lower price (they must be the size of basketballs). If it were me I would have been so nervous that I paid full price with the fastest payment method possible.
