    It is distracting (not terrible, but pretty focal), so I would certainly consider it

    I think it may be slightly improved by conservation but would still be visible.
    I would not spend the money.

    Milk spots are struck into the planchet and are NOT removable.

    I don't think that's a milk spot, but I also don't think it's coming off. That said, it might be slightly improvable, and much of the other stuff in the field might also be, too. Since the offending spot isn't coming off, however, you're not getting an upgrade after conservation. I'd probably leave it alone and see if a nicer looking one in the same grade or one grade down shows up.
