You should know that most "awaiting approvals" never seem to appear as posts. You might try using the photo upload link to post the photo.
My guess is they are regular cents. I am not aware of any raised rim varieties.

Normal cents. A "fin" is extremely common and would add nothing to the collector value of any coin. The friend was mistaken. Also, William H. Brett is the only former mint director who would reasonably fit as anyone's "great grandfather." (His only children were Peter and William H 3rd.)

Appears to be a wrong date finned Lincoln. I believe it is a 1960 with no 'D'!

FWIW, from October 1961 through February 1977, the Director of the United States Mint was a woman (first, Eva Adams, second Mary Brooks). Of course, numerous men had Mint jobs with big titles too.
They spell it 'Boyer' here in flyover country.
