It does not look like a proof to me. Look at the inner portion of the rims where they meet the fields.

Sometimes rims on the 1913 MPL weren't consistently flat all the way around but the weak spot will only be brief. This has almost 50% of the rim rounded so that looks unconvincing. Also, I'm looking for other diagnostics and can't see them although it is tough to ID them from a single image.
Personally, I wouldn't take the risk.

I think these two photos make a convincing comparison and the first one is not a proof.

Here is a certified piece that is in my collection. Unfortunately the NGC holder does not let you see the rims all that well. I have my doubts about the coin in the OP.
Clearly a matte proof Lincoln will have more bidders/higher bids if authenticated/graded. As the seller is quite familiar with numismatics, there is a reason that it isn't in a holder. My limited opinion is that it is not a matte proof, but I won't completely discount a matte proof that failed to straight grade.

Bandits always scratch head with outstretched paw...they play on your belief that you got the better deal.
On top of who it is, they also are typically the only ones bidding beside possibly one unknowing sucker that they attracted.
I guess if the buyer gets it cheap enough its ok for a hole filler.
