Would this coin get a details grade if sent to PCGS?

I'm worried about the scratches on the obverse. Are they enough for a details grade?

I would say it would get a details grade.
Details for scratches and possibly bent and straightened. Pity.

I wouldn't want to buy it in a straight-grade holder.
Fabulous coin nonetheless. If you're selling it, you might do better with it in a "genuine" holder.

I have looked at varieties and I believe it is Valentine 2.

Valentine 2 is now more commonly known as LM-3 (Russell Logan and John McCloskey published "Federal Half Dimes 1792-1837" in 1998). A scarcer variety (R-5) and yours looks to be an early die state which makes it a bit scarcer still. Too bad about the damage, it has really nice details. I like it!

Yes, details grade because of the marks, the bending and perhaps even for cleaning. NGC refesed to get this one years ago, yet I've seen other similar coins from the same era, with far worse sins, like polished and re-colored, get a grade.
