I would surmise it has been worked - one indicator is the sun's rays in the left field appear quite weak.
The previously mentioned patch of what looks like corrosion over Liberty is an indicator, too.
Environmental damage - MS details.
Certainly not worth submitting.
Shame.

Yes. This may well be the first of the (up to now only rumored) matte proofs of that year. I think the 17's are more convincing. They are not in the RedBook.
I took my '17 into Stacks last year. Showed it to three different staff members.
