I once told paypal that they are making a big mistake by not sending out press releases every time they catch a scammer. If word gets out at how easy it is for them to catch a crook, maybe there would be fewer crooks. good point, I'd be curious to know the dispute/claim rate on pre-sells vs. non pre-sells. Pre-sell claims/disputes may be eating up more resources than paypal/ebay find acceptable. You just know they've got bean counters looking at this kind of stuff.
Just looked at a few presales. A couple say "might be a bit over 30 days but I will ship immediately when I get them". This is a violation of ebay rules. You have to state unequivocally that you will ship within 30 days. If ebay decides that people can't guarantee shipment in 30 days that would be a reason they would end them.

eBay/PP should just have a standing policy that for presales, all listings that result in a completed listing be subject to a mandatory escrow until the items are shipped or delivered/received.

Really? LOL. It wasn't me, I'm busy watching a Spongebob marathon, but maybe somebody big enough was able to get ebay to enforce their own policy en masse.
Back in 1999 I got interested in the state quarters. I have benn doing some coin collecting since I was 13 years old along with using my metal detector. I started buying on eBay in 1999 and there was this person doing pre-sales on eBay. He was pre-selling coin 3 to 5 years before they were minted at a very cheap price. I try to figue out how he was making any money with the price he was selling his pre-sale auctions for. Back then, the interest rate was high and stock market was doing well. I thought well he has it figured out. Guess what, he did not have it figured out because the FBI called me about 8 months after he started his pre-sales. It seems he was taking my and everybody elses money but did not ship the coins to the buyers. The FBI got this person for fraud thru the Post Office, credit cards, eBay and received 5 years in Leavenworth in Kansas. So I have a sour taste in my mouth for pre-sales and I congratulate eBay for taking them off of there website. Just my opinion. Yes I lost money.
<< <i>eBay/PP should just have a standing policy that for presales, all listings that result in a completed listing be subject to a mandatory escrow until the items are shipped or delivered/received. >>
Short of banning pre-sales altogether, which I happen to think eBay should do, this is an excellent idea.
Wonder how the pre-sellers to some of the dealers, at $60-$100 over cost, per set, are feeling now? I wonder how many of those didn't go through or will be "canceled by the mint" (maybe to reappear later, though hard to track down)......?
<< <i>I guess ebay is enforcing its rules, I could only find about 10 presales tonight. There was between 100 and 200 this morning. About time! >>
What rule? >>
The new rule that says that if enough busy bodies don't like people preselling coins, it gives them the right to whine and complain to ebay until they remove all the auctions.
Ebay's rule on this clearly states the item will be removed if: "The listing is for an item that's not yet available to the public, and it doesn't clearly state it's a presale item." So, even though people are accurately describing them as "presales", ebay is removing them anyway in a clear contradiction to their own rules.
It will be interesting when people start receiving their coins in hand to watch the prices which will probably be in the $5000 range for a sealed box of 5 sets,

Give it up old man. This all you know is preselling - some business model. Heres the policy - its unique

Because the 2011 25TH SILVER EAGLE ANNIVERSARY SET is in such high demand, requirements have been put in place for 2011 25TH SILVER EAGLE ANNIVERSARY SET sales. It has been reported that the MINT sold out of these within 5 hours. We understand that some sellers on eBay could have potentially placed their order in time, however we request that these coins are not listed unless they are in the physical possession of the seller. We also suggest the following:
- The listing needs to include a unique photo of the item or items, and your User ID needs to be clearly shown in the picture (watermarks will not be accepted).
- To ensure buyer protection, PayPal needs to be the only accepted form of payment.
We understand that you may not have known about these requirements. However, please note that future violations may result in a range of actions, including listing cancellation, limits on account privileges, account suspension, forfeiture of eBay fees on canceled listings, and loss of PowerSeller status.
Thank you for your understanding and cooperation. >>
The only thing that's unique here is your stupidity - maybe mommy & daddy need to take away a few more of your privileges. >>
What a TOOL. You sound like the whiner! Nobody gives a crap if you can presell these - what a fossil.

You say "Nobody gives a crap if you can presell these"... Well, I guess that makes you a 'Nobody" since you gave step by step instuctions in another thread on how to report "presellers" to eBay:
