I think I can see some die polishing or the reverse and I have owned a couple of PR 62 an 63 indians so I am not in total agreement with the statement that its not a good enough strike. It could be a proof ?I would get on coinfacts and use the images they have for a diagnostic reference
Give the laziest man the toughest job and he will find the easiest way to get it done.
It doesn't have the strike, the edges or the reflective surfaces of a Proof. I'm not being facetious here, but why would you even think the coin might be a Proof?

Mainly because I was told another coin in the book I am selling was a proof and this one looked very similar, and so I wanted to be sure before I listed it. I really have not spent much time with proof IHC's and so I played "ask the experts"
