    It’s hard say without seeing it person. The only comment I can make from the photos is if the area around the bottom of the torch is dull, with the Proof mirror impaired, it would be a hard pass for me.

    Retired dealer and avid collector of U.S. type coins, 19th century presidential campaign medalets and selected medals. In recent years I have been working on a set of British coins - at least one coin from each king or queen who issued pieces that are collectible. I am also collecting at least one coin for each Roman emperor from Julius Caesar to ... ?

    I'm personally "suspicious" of all toning.

    There are too many people playing around with ways to artificially tone coins.

    If it is real, I would not classify it as beautiful or anything special. The photos provided leave a bit to be desired. There's a lot of hits on the portrait and average proof toners with similar colors are fairly common for 1960s Roosevelts.

    Besides the colors. It's the head shot of Roosevelt that got me! How the face seems unscathed by the toning.
    Almost a Cameo appearance with the flash of colors behind him.
