While reading the description, it also made me think that there could be a spate of such type handwritten ones flooding the market because the PCGS number is not valid and there would be someone out to con the gullible.
A fascinating early PCGS prototype label, showing how a coin with an unknown date could be certified by PCGS as a type coin. This particular Peace dollar no longer has any of the date showing, and it was assigned PCGS # 7355.00 (7355 is the PCGS # for the Peace Dollar type) and certification number 1146113 (which is not valid in the PCGS database, likely because it was never part of an official submission #/pick-up; certification numbers generally go live when they are picked up by the submitter).
This was produced in 1989/1990, with handwriting confirmed to be by PCGS employee Steve Rocky. In addition, PCGS has recently confirmed the holder, label and coin are all genuine and has not been tampered with in anyway.
Given that the rattler cert numbers begin with 1080xxx, this one's "prospective" cert number of 1146113 would put it among first 66,000+ coins certified. For those who specialize in the plastic, this has to be something of a holy grail. I'll bet that it has a way to go in bid activity.

you know if i found this in the wild, and it wasn't priced outrageously, i would think to send it to pcgs to verify but i'd have grave concerns about not getting it back.

Sorry I don’t understand why anyone would pay over $4K for a $20 coin that would insult better looking coins in a cull bin. You could buy multiple rolls of eye appealing Peace Dollars for the same price.
As regards to the appropriateness of this piece to a lowball registry set, there's such a thing as too much wear. If its dateless, its nearly worthless from a numismatic standpoint. I suppose the nearly $5K current bid reflects a combination of historical artifact and intrinsic collectibility of various slab generations and their antecedents.

1. The cert number isn't valid.
