I've noticed some mint marks go in either spot for other years.
What is placed wherever someone decided to put it or was it mandated to be in a certain spot ?

Also, is the mint make upside-down ? Seems the S is inverted. Or is just me ?

I don't think so but maybe. If you turn it upside down it looks more apparent that it's the right way up to me.
