I saw this coin advertised for sale on an internet site. Is this pvc or something off with the lighting in the photography. Any opinions.

Ummm, why do you ask? Are you thinking about buying the coin? Are you working on a set? Why a 64? Do you mind that it has been correctly conserved? I would suggest buying this coin in at least 66 based on the pop/price ratio to minimize your risk.
These are the questions and suggestions I would give my customers asking me about this coin.
Lighting can make or break a picture. Even with potato quality cameras.
Throw a coin enough times, and suppose one day it lands on its edge.
Y at liberty and under in god. Reverse at Q in quarter
Lighting. You can see the same thing right under the barcode on the plastic.

No, that is not PVC. That is luster reflecting off the coin.

I think it's lighting as well. I have a similar issue when I use a fluorescent light at a particular angle... all of my images have a green pallor in the upper right part of the coin...

The coin is probably in a 4 holder due to the large spot on the reverse on the viewer's left in the field, and the small spot below the shield on the obverse. Don't see any PVC. Early SLQ Type II P dates are the best struck Type II coins you will find. It is very rare to find mint marked coins in this series with full rivulets and shield detail, in any grade.
