I thought the New Orleans mint had closed by 1919.
It's growing on me as a key-date key ring decoration the more I glance at it.
It's a shame, but it was most likely holed at the time of issue.
Obviously an undescribed pattern for a US quarter with reduced silver content.

It would be a nice hole-filler, or since it is slabbed, there is a great location for one of those oversized stickers to be placed strategically, on both sides of course.

Who the hell puts a hole in it then doesn’t polish it up for the necklace?
More likely done in recent years by a frustrated coin dealer who figured it would be cheaper to drill the coin than continue paying walk through fees.
