Why would they give you a raw grade and send it back? What happens if card gets slightly damaged shipping it back? Then it is no longer their raw grade...really does not make sense to grade a card raw and tell you that grade and send it back, the whole point of them grading it and then slabbing is to preserve the grade they just assigned..otherwise a raw card with a grade could lose that grade the moment it leaves their hands....
The problem is I paid for grading, which is exactly what I wanted, just didn't want it in an effing plastic slab unless it was the highest grade. But, I have no grade, nothing.
You don't get a grade UNLESS it is in a plastic slab..... I'm confused, did you submit thinking that you would get a grade, even if it was not a PSA 10?
The new head of the complaint department at PSA is Helen Waite. I would advise, with the problem that you seem to have ,is take this question to Helen Waite.
Unless it is a crossover why wouldn't you get it slabbed. It is pretty easy to crack it out if you do not like the grade but then you would know the grade.

Minimum grade does not grade your card on a scale of 1 to 10. If you ask for a minimum grade of 10 then they evaluate your card for one grade only which is a 10 in this case. If it meets the criteria of a 10 then they encapsulate, if it does meet the criteria of a 10 then they stop evaluating and return it ungraded. There no use evaluating the card for anything less than the minimum grade if you don’t want it encapsulated.
I think they can't offer a grade because they dont know. If you set the min a 10, and they look at the slab and they cant guarantee its a 10, they will send it back with min-grade. Sometimes these slabs are hard to see, have glare, and have scratches. The card may well be a 10, but they cant risk cracking the slab and finding an issue with the card.... So theoretically, the card could have been a 10 but with the slab, it just didnt meet the min. LOL funny logic. That's my theory.
