The holder seems to have a bunch of scratches making it hard to determine from your pics. I would say that this coin has had a lot of eyes on it with the same thoughts. I do see wear, I think, indicating that the 58 is accurate. If the marks are contact and bag marks and there is no wear then it's MS. I think I see a bit of rub (wear) above her ear and on the eagle's breast feathers.

IMO, your coin will not grade higher than AU if you send it anywhere. It is a shame that PL is not given to AU's by ALL the services as PCGS is not the only one to treat PL's that way. Keep it as is unless you prefer the PCGS holder.
The obverse is AU (and even looks cleaned or burnished based on the photo), the reverse looks MS. I suspect the coin may have been mounted in a jewelry item at one time, perhaps a western style string tie. I would not buy it as an AU58, let alone an MS.
It looks like an AU58PL to me. I certainly wouldn’t risk losing the PL by crossing and I don’t think it would upgrade, but sending back to NGC seems like a better idea if you really want to roll the dice in some way.

You have more to gain by sending it back to NGC to try and get an MS PL grade and then possibly trying to cross over at that point. If it never makes it out of AU, then you at least retain the PL designation with NGC.

Definitely an AU from the latest images. You are wise to leave in the NGC PL holder as there are no PL oval O Morgans in the SSDC registry. They do appear to be hen's teeth.....

What would be the point of cracking and sending to PCGS? If you just want the coin in a PCGS holder and would be happy with a 55 then do it. IF you want it to be worth as much as possible, send it back to NGC in their holder for attribution.
If you like it and plan on keeping it, then leave it as is. Who really cars what someone else thinks?

The coin appears "maxxed out" in that holder - I would leave it.

With those new pictures there's no chance that coin would grade MS. Solid lustre breaks on the obverse field and some wear on the cheek.
