Again, it's not necessarily the coin, but the packaging. Inventory not only includes the coin, but the box, lens, lens insert and COA. You probably shouldn't look for evil where it probably doesn't exist.
Manufacturing of the packaging has held up other products for months. For instance, the ASE SF sets (I think it was the SF sets, might have been the WP set) was delayed for 3 months as more packaging was manufactured.

Regardless of ordering games being played , one thing seems very apparent......... the long term trends are downward. In 5 years will anyone want anything from the Mints 2018 Production?
(1) This is a needless coin/series, and I for one won't bother collecting any of them,
(2) I agree it's time to stop printing the $1 bill and get all the hordes of previous $1 fiasco coins out into circulation,
