How do you think this 1994 P Silver Eagle Proof will grade?
There are no milk spots, hazing, or scratches visible. Only scratch is in the plastic. -

You can call PCGS and tell them what happened. They should be able to remove the milk spots for you or make it right. -

If they start to milk spot, then the grading companies lose in the end as well. I will never collect another Modern ASE of any type -

I wonder if the patchy areas where it did not tone are the areas where milk spots would form given the correct environment. -
