I looked on one of his past auctions, and copied this from his text.
1945-D silver war nickel PCGS MS65. Nice Nickel but I got a lot and need some cash I do not accept returns on coins so please ask any questions before bidding. I strive for 100% feedback so if there are any issues please let's sort them out before feedback is left. Also, if you buy any graded coin check it's authenticy with the grade company. yea...that tells me considering the situation, that he is moving so that law enforcement has difficulty catching up to him. These sort of scammers move from state to state for that reason. To me he doesn't seem new at this - he's got the "sales pitch" down pat.

Here is what happened to me today.
I listed a German 1939 War Merit medal which was a non-military issue given to
CIVILIANS who worked in factories. Since the medal displays a swastika on
one side, I had an image of only the side with the inscription "For War Merit" (In
German.)
In addition, I blocked the sale to all countries except the US, stated in the text
that it was for sale only to collectors of militaria in the US, that it would not be
shipped to countries where such items were against the law, and was being sold
only as a historical item.
A potential bidder wrote and asked this question:

and mentioned that I could not show an image of the side with the swastika as to
not offend eBay.
Well a few hours later, ebay ended the listing, and I noticed that on my Seller
Dashboard, my "policy compliance" went from "high" to "low" instantly for THIS
ONE ITEM and I am guilty of "HATRED AND DISCRIMINATION."
I called my customer service representative and he said this could probably be
removed because I was an 11 year ebay seller and a store owner , but he
needed to check with his supervisor. After about 15 minutes on hold, his tone
changed to that of scolding me like I was a child, that "hatred" was "the most
serious violation of all" on ebay, but WORST OF ALL, he cited the private
message with the potential buyer as proof that I "KNEW I WAS DOING
WRONG" and that KNOWINGLY doing wrong is much more serious than
INNOCENTLY doing wrong, because it was a MATTER OF HEART.
(Anyone else find it disturbing that they can sanction you on information NOT IN THE LISTING that you communicate by private message?)
He suggested that I didn't understand the wrongness of hatred and Nazism (My
Dad and uncle both served in World War 2 combat zones...so having some
young kid in India lecture me about the wrongness of the Nazis made me blow
my stack.) I told him to F--- himself and hung up on him, so now I fully expect to
have eBay totally ban me.
Sure enough, I now have selling restrictions when I tried to update an existing
item, and my wife is about to kill me for losing my temper. Guess I better find
some coin shows with openings....

I just lost it with that eBay rep, who was obviously reading me a script. My ancestry is Czech, and my grandfather had relatives in the Czech
town of Lidice, which rose up against the Nazi occupation, and Hitler ordered the executions of the male population, with the women and
children sent to concentration camps. He then had the town bulldozed flat.
So to accuse me of not understanding the evil of the Nazis and PROMOTING HATRED is just about the last straw for my Ebay
adventures. And I recently started paying those bas**rds $49.95 a month for a friggin STORE.... GRRRRRR

Ironic, because in India, the reversed swastika is looked upon as a good luck symbol.
If you used the Ebay PM function, a word or phrase searcher likely picked up on a key word or two, and you popped up on the radar. The person who asked the question also may have contributed, either intentionally, or because they may have a record on Ebay for policy violations.

For some reason, I thought the eBay Powerseller discussion forum would have fewer --pardon the expression -- KoolAid drinkers. Other
than one Korean War vet who told me "good for you!" on hanging up on the customer service guy, most of the comments on my
story are "You KNEW what you were doing was WRONG and you DID IT ANYWAY." and that I am indeed a "racist" for mentioning that
the customer service rep was in a foreign country and didn't speak English well, and "being rude is never acceptable."
By the way, I did follow Ebay's advice to check the specific question and anwer forums BEFORE I listed the
item. Time after time, the advice was "Don't use the words Nazi or Swastika....don't show the swastika, cover it up, photo shop it out,
...you'll be fine."

(the stamps I see have swazstikas on them ??)
this seems to be exonumia of a non-military (uniform) type. I'd have thought it would pass on the numismatic/currency allowances.
I do note they have lots and lots of items with the Dixie Flag on it. and no policy regarding it.
Have you considered writing a letter to eBay? I wouldn't be surprised if your good standing were restored, if it gets to the right folks.

Ebay is slowly slitting their own throats. Their fees have increased to the point that they are ridiculous, and now they want to be the ethics police as well? You did the right thing, Frank.

These items have yet to be reported.
Seriously, you're fighting a losing battle here. No collector/dealer of ww2 German items uses ebay any more because they can and do classify any german items as prohibited. Sometimes an auction will go through without problem, sometimes it will get canceled AFTER the auction has ended and the transaction completed!
I've seen auctions for helmets (no swastikas) get pulled simply because they were German.
My advice is to list it on your local craigslist page and not to give ebay the money they'd make.
a military helmet is part of the uniform, thus is forbidden.
the medal might at first seem pro nazi, but it was just a worker commendation. it's more pro-worker to me, and should be allowed as an exonumia item just as nazi stamps, coins and currency are allowed.
Feebay is inconsistent in enforcement of and interpretation of its own policies and procedures. All the more reason to not sell on ebay.
I gave up on ebay in Feb., 2011, too much of a PITA to deal with.
