Looked through a few proof sets at the B&M today, went through about 30+ 1964 proof sets, it was nearing closing time at the shop, and I almost cut myself short before making it through them all...I made it to the 2nd to last set and then...this

Looks CAM (what with the weak reverse lettering), probably pr66 (white specks).
As for hairlines...I see none.
I cut it out of the flat pack and it's in an Air-Tite now.

Milk spots are not specifically reserved for SAE's. Your coin does indeed have Milk Spots which according to Russ, is commonl for the 1964 Proof Kennedy.
