If you are referring to the Washington up side size, then it seems like you found a specially zapped quarter:

It's too small... PMD? Seems like the reverse would reflect the obverse if it weren't PMD?

My guess from the pics is it left the mint that way, well, except the coffee on the obv. image Bad planchet or incomplete strike maybe? Someone with more knowledge than I will clear it up for you.

Are there any error coin guys out there who will comment? It sure looks like a mint error to me.

Just a best guess from the picture, but looks like grease filled die error.... Cheers, RickO

I going with Mint error, because if it was shaved-down post-Mint, the copper layer would be revealed.

Mornin' - just back in the office from the Central States
    Show in Chicago.

It appears to be a 'filled obv. die' error - struck thru
    grease, in all probability.

    A fairly common occurance.....

The circular stain on the obv. will affect the value to
    some degree. Nice find though.....

Struck through grease with a stain from the world's smallest coffee cup. Are there any signs of black spooge on the coin where the rim meets the field?

Actually under a loupe the circle appears to be part of the coin, with the brown stain on the inside edges. The spots above "In God We Trust" look like stains....but no black stuff
