To answer your question first, I would agree with Mark, about MS63. In addition to what others pointed out, tail is merged into rim and "L" in LIBERTY looks truncated. Also strike in center obverse above braid is a bit soft. You probably know, these are only worth sending in for grading if you have shot at 67 or so.

I see no indication that it has been whizzed. It appears to be something a lot less sinister than that.
