Make the labels adhesive and stick to one half of the holder.
If removal is attempted, they break into pieces.
I'd guess it would also help if they reacted noticably with solvents used to remove adhesive.... maybe the ink could run or something.
The idea is to prevent their reuse.... such as for sandwich coins.

It can raise the bar but labels are cheap. How about edge view with secure RFID

The legit labels won't be reused. They would be replaced with counterfeit labels.
Also, if you're splitting a slab to make a tampered coin, just make sure you keep the half with the label in it. Do it the same way you did the sandwich coin.
