Interesting Error Cent - Any Ideas as to How it was Made?

A friend of mine, Ron Sirna, gave me this interesting Wheat cent because he knows I like things like this, but I can't quite figure out what caused the weird kind of lamination on the forehead - it's more than just a lamination but I'm not sure what. And the close up of the reverse bottom shows a raised area (it's not a scratch). And the reverse cud is just an added bonus! Any way, I know the coin has some spotting issues, and I took the photos with my Dino Lite so the photos aren't the best either, but do any of you error guys have some thoughts?
