But to address the OP's specific question I would have to say (unfortunately) that the area for greatest price appreciation from '70's bb exists with raw wrappers. Due to the epidemic in pack counterfeiting the demand for such wrappers has dramatically increased over the past year.

Topps Test Issues/Proofs, clean uncracked 1971 Kelloggs, Foreign prerookies, and maybe a couple extremely tough regionals (I dont have my catalogs with me, but Im sure there are at least a couple from after 1970.)

However, I don't know how people will believe they are real or unsearched? There have been so many pack resealers, that I stay away from unopened material of the vintage persuasion.

A small hint: Usually HOF cards are better to buy than commons. HOF Rookie cards are usually the best.
Rare obscure issues don't always have the best resale value, not many people are interested.
