kind it give it a doubling effect around the date and stars...

The cheek is too dark to see any chatter on about half of it, but i'll say easy 63 shot 64. (i've seen MUCH worse in 64 holders!)
Nice reverse, is it PL in hand? These are rare 65 and up and tough in PL.

Depending on how the cheek looks in hand it might swing either way-63/64. The Reverse is 64 semi-Pl I bet, but the pics appear just a smidge blurry to me. Might be this head cold I'm dealing with though.
Is there a letter transfer by the neck?

Yes, there is a clashed n and the date is doubled. (8 &2 doubled)
The best I can figure is that its VAM-22A
But it doesn't mention anything about the clashes at the hair line.
