E-bay non recieved claim update!!!
Here we go:
This wednesday Jan 14 I get an e-mail from a buyer (Paul) saying he never recieved a 1900 Russian 5 roubles gold coin. It was mailed out on Jan 8 via the blue insured >200 slip. I told him, I would check on delivery status at the PO. On wednesday afternoon, I checked with the post office and they print me out a slip showing it has been signed for and delivered to the buyer at 11:56 am on Jan 14. So I send him and e-mail stating that. In the mean time, I notice that the name on the e-bay account, and pay-pal account is the same, but in a different name(Y
at same address. (the name on the account is verified by the way. He informed me that he is Paul and the accounts are in the name of his father in law (YB). The signed confirmation is by the father in law (YB) but (Paul) is telling me that his father in law has never signed for or recieved any package. The print out clearly shows some dang body by that name (Y
signing and recieving it. I told him that the post office sould not have given out the package without checking ID. Here's the dilema. He either is trying to scam, or somebody at his address picked up this package and is decieving him( relative theft) or the post office allowed somebody else to pick up with out veryfying ID?
Now, do I have enough substantion/documentation to provide to pay-pal to indicate that the package was infact picked up, or will they side with the buyer ! Or if the buyer is really telling the truth and the post office didnt not properly check ID and somehow let somebody else get it, how could I ever prove this to get a claim filed? They would simply state our system is showing signed for and delivered claim denied. What ever way goes , I am probably going to have to eat this $200 sale, because the buyer can lultimately leave me a negative feedback regardless of the out come .

PayPal requires Delivery Confirmation for shipments under $250 and Signature Confirmation for over $250 in order to be covered for claims of non-receipt.

I am going to increase shipping cost all customers as of right now due to this ridiculous requirement and send out SC/DC with all packages!

And mention this fact to the buyer.
He might suddenly find the package.
The P.O. will take at least three months
before they even open the case.

I had a similar situation recently. Paid for insurance, the buyer said the item was not delivered, filed the claim and denied since it showed received. It was paid for by check so Paypal was not involved. It was a good customer, so I jsut refunded the money. The good news it was only about $30.
In this case, without delviery confirmation, you are SOL.

You can buy specific confirmation so that only the person the package is goign to can sign for it, but that did not happen here.
The post office will deny this claim within 5 minutes of anyone trying to file it. They'll look up the insurance slip # and see it delivered and say have a good day sir.

might start process with local PO to see if you can get copy of signature as the buyer is claiming non-delivery
and you will be filingh a claim
claim will need 4 signatures- portions filled out
sender/sending PO/receiving PO/receiver
it is possible that the receiver has not gotten package, nor anyone at their home
some USPS workers by-pass the rules and it needs to be dealt with
it is also possible that the buyer jumped the gun and coin was delivered later the day he sent the email
as they have the same date
don't roll-over dead - the PO charges very high rates for the insurance that they can deliver the product
and if it is not their error, they will go after the party that basically is stealing from you/USPS insurance
I sent the buyer(by certified mail) a copy of the signed delivery confirmation and copy of the insurance slip to his attention. And stated that if (YB) actually did not recived this package as he indicated and it was not his signature, I was going to turn it over to the postal inspectors as they are liable.
Today, I get an e-mail that the coin has turned up!!

i totally agree. you save money, time, go by paypal rules and
they have it in their system to easily look up.
you can insure on paypal up to 500 dollars. you have your choice
of way to ship. you need a scale so you know the weight for first
class and etc...
total no brainer.
the only time i take it to the PO for their full service is registered and
things that need to be insured for more then 500 dollars to use the
blue tag.
otherwise, run in, drop off, and i am out.

Paypal wants to be able to be able to go on-line and type in a tracking number and have direct access to an electronic copy of the signature. They will not accept emails or snail mail from seller on such matters. For all they know what you have is not the real McCoy. They want it from the shipping source.

Also mention that the post office will probably send a postal inspector to interview him as part of the investigation.
