  Try using the link for feedback from the MY Ebay page.
  As mentioned probably just a glich in the system.

  Another glitch ... just like the one yesterday .. unable to log onto ebay ...

  When you run into weird browser problems like this, the first steps to take are always:
  
  1. Completely quit the browser and all its open windows (Ctrl-Q or Alt-F4), then start it up again.
  
  2. Completely reboot the computer.
  
  3. Delete all the cookies for the site you're trying to access. (It's not necessary to delete cookies
  for any other sites or all sites, just the one site you're trying to access.) In this case, delete
  all the cookies for ebay.com, www.ebay.com, and anything-else.ebay.com. (NOTE: this will
  likely delete all your ebay preferences, like if you're set up to auto login or anything like that.
  However, once you log in again with your password, your preferences will be restored. So don't
  do this if you don't remember your password.
  
  If you still have a problem after all this, then the problem is on ebay's end
  
  (I've heard Ebay's been having a lot of problems lately, but not experienced them meself)

  Your feedback would have put this seller over the top to receive his 15% discount or whatever they're special offer is
  
  They probably have a system set up to prevent sellers from achieving the numbers required to get the seller's fees & discount. What's better ? It's perfectly disguised as a "glitch".
  Nothing would surprise me with this giant.

  Try this:
  
  Enter the feedback, enter the star rating. If the "leave feedback" thing is gone just put your cursor at the end of the line where you entered the feedback and press enter.
