New PCGS Bulk Submission Policies Effective July 1, 2008
BULK SUBMISSIONS
Effective July 1, 2008, only PCGS Authorized Dealers may submit coins under the Bulk Submissions program. Collectors Club members who wish to submit coins under the Bulk Submissions program must either become a PCGS Authorized Dealer or submit coins through a PCGS Authorized Dealer.
SPECIAL INSERTS
Effective July 1, 2008, special inserts (First Strike, 50 States Flags, Signature Series, Satin Finish, etc.) will be available only through the Bulk Submissions program and will not be available under any other service level.
These changes are being made to speed up and streamline processing and turnaround times at PCGS. Any bulk submissions received by PCGS or postmarked before July 1 will be processed under the old Bulk Submission program rules.
This is business... and business will always move to increase profit. Third party grading was created to make money for the people who run the business.. not as a convenience to those who cannot grade or have deep seated insecurities - although it certainly works that way. As long as grading is seen as a way to increase profit (or salve an insecure ego), the business will continue to thrive and seek ways to increase the bottom line. That is how business works. One thing is, If a person is capable of grading a coin- the coin is not sellable without a third grading and the top grading would be through pcgs. The only one to benefit from this is the dealer- providing one can get a dealer to do this and at a reasonable cost. People paid for membership to pcgs in order to get this service, NOW they have dedided they will not provide the service. This is so it can speed up the grading process! I don't think so. It is only to put money into the pocket of the privelaged It does not benefit the coin collector or the small business men but only the larger business and coin dealers. It also makes it more difficult for the coin collector to acquire a nice set.
If one were to order 5 of the first strke from the mint he now has to go through a dealer which I think is pathetic.

This is a fair point, IMO, especially if the ability to submit in bulk or for special inserts was a major reason why someone joined.
I'd suggest calling customer service and (politely) declaring your disappointment and feeling that you aren't getting what you bargained for. I'd be interested to hear their response.
