Just does not seem worth the effort to me.

FYI .. it's apparent, you have no clue as to what they are selling for on eBay. The PCGS MS70 are selling for $700+ ... the non first strike 20th Anniv. are going for $1,700+ ... "Moon money" for the FS 20th MS70.....(last time I checked...$3500+)...It's well worth to resubmit if you think your coin will grade 70....

If the coin is resubmitted, in holder, for a regrade, it will retain the same cert# if it stays the same grade.
I am not sure if the cert# changes, or not, if it does upgrade....others would know that.
Since PCGS was not doing MS70 for these, when initially released, I don't think it should matter (it wouldn't to me) if it was a resubmitted MS70 or a new one (from an unopened box since you are stating FS)
I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment

Yup...all of mine did...bummer..it's tough to get a 70...
