How do you neg. a seller on Ebay without getting a retaliatory neg.?

soon sellers will not be allowed to leave neg feedback
and the most scammers will do it from the buy side

If eBay's proposed feedback changes take effect, this would become obsolete software rather soon.

Except that a neutral will stlll often cause a retaliation negative.

This is a good point. If I have a buyer with negs that are obviously retaliation from some slimeball seller, I don't even give it a second thought.

No. This theory does NOT work. There are ways to leave feedback after 90 days, sometimes LONG after.

A few months ago, when calculating "seller satisfaction" ebay began counting "negatives and neutrals" against the sellers...so a neutral is a negative.
If you want a positive, leave a positive. If you want a negative, leave a negative. We have never left a negative for someone who left us a positive. We will leave a negative in response to a negative because, at that point, it becomes a negative experience for us as well. We are not vengeful people. We want to make friends and customers across the globe.
The unpaid strikes system would still be in place. You'd still be able to report the item not paid for to eBay. I would think eBay would have the buyer's account suspended after so many unpaid strikes, as is already in place. They may even make it stricter, and make the buyer aware that not paying for stuff can have them suspended or cancelled very readily ....in exchange for sellers not being able to leave negatives.
As the economic situation worsens here in the US ....no pays and fraud are obviously going to increase on eBay.
I've never had a high dollar buyer that didn't pay, and they are the ones that pay the fastest.
The free picture gallery and lower base fees will benefit the lower dollar item sellers the most. So there would be more incentive to sell lower dollar items ...just that lower dollar items means alot of no pays and unreasonable expectations of buyers. My experience reading over a seller's feedback is, most times they got a negative, it was over a low dollar item situation.
It is the buyers on eBay seeking to get something for nothing that cause most of the problems. Sell high dollar items, those people aren't anywhere around.
I'm, not at all worried about the new feedback policy, it's the potential for buyer fraud that has me a bit spooked....word gets out on that side of the fence too , we have some real shysters who lurk here I'm sure

I recd one of my retaliatory negs well after the 90 period had run.
This is the exact mindset that makes the FB system so inaccurate.
